Civonus is building an online policy making platform to provide a common tool and process to help governments and peoples collaborate with one another and improve policy-making.

Within the platform, government officials, citizens, and other stakeholders will participate in a curated, facilitated, four stage policy-making process. At the end of the process recommendations will be presented to government decision-makers for their consideration.

A consensus building approach will be used, when there are major conflicts and differences of ideology, to find solutions that meet the interests of, and are accepted by, all participants.

One of the greatest challenges facing humanity is the lack of effective collaboration among governments and peoples on common policy issues because:

 –  We live in the Anthropocene Epoch, or the “Age of Humans”, where the collective activity of humanity has disrupted earth systems.

 –  There are more goods, services, people, money and information moving among nations than ever before. This new reality requires an unprecedented level of collaboration and cooperation among governments and peoples to resolve.

 The vast majority of governments do not take full advantage of technology and leading practices to improve their policy-making process.  Hence they do not produce the best policy decisions and outcomes.

Build Community Consensus

Civonus has created an online policy making platform to provide a common tool so that governments and peoples can collaborate and improve policy-making.

Within the platform, citizens, government officials, and other stakeholders participate in an evidence-driven, facilitated, multi-step Policy Dialogue.

Using a consensus building approach, major conflicts and differences of ideology are tackled to arrive at solutions that satisfy the interests of all participants. 

At the end of the process, recommendations are presented to government decision-makers for their consideration. 

A feedback loop ensures stakeholders can see the impact their involvement in the Policy Dialogue has made.  What better way to build trust in our governing bodies?

The Founder

Robert Hughes

Civonus was founded by Robert Hughes, professional engineer, and former Chief Administrative Officer of the Town of Stratford in Prince Edward Island. During his long tenure in Stratford, Robert researched and implemented many leading practices including:

  • citizen engagement
  • sustainability
  • strategic performance management
  • diversity and inclusion, and
  • open government.

Robert has formal training and experience in:

  • executive leadeship and public sector management
  • critical thinking
  • marketing
  • emergency planning
  • policy making and strategic planning
  • collaborative practices

Realizing that many governments could benefit from improved policy-making and  collaboration with other governments Robert retired at the end of 2021 to create Civonus (loosely translated: Civic Responsiblity)

The Founder

Robert Hughes

Civonus was founded by Robert Hughes, professional engineer, and former Chief Administrative Officer of the Town of Stratford in Prince Edward Island. During his long tenure in Stratford, Robert researched and implemented many leading practices including citizen engagement, sustainability, strategic performance management, diversity and inclusion, and open government.

Robert has formal training and experience in executive leadership, public sector management, critical thinking, marketing, emergency planning, policy making, strategic performance management, sustainability, and collaboration.

Realizing that many governments could benefit from improved policy-making and from improved collaboration with other governments led Robert to retire at the end of 2021 to create Civonus.
