Public Policy is made transparently with the deep and meaningful engagement of citizens and stakeholders.

Our Purpose

Civonus wants to help create a world where:

Civonus is building an online policy making platform to provide a common tool and process to help governments and peoples collaborate with one another and improve policy-making.

Within the platform, government officials, citizens, and other stakeholders will participate in a curated, facilitated, four stage policy-making process. At the end of the process recommendations will be presented to government decision-makers for their consideration.

A consensus building approach will be used, when there are major conflicts and differences of ideology, to find solutions that meet the interests of, and are accepted by, all participants.

In addition, there is currently no standardized approach to policy-making based on leading practices so governments and public institutions, to varying degrees, have room for improvement in their policy-making process.

Robert Hughes

Civonus was founded by Robert Hughes, professional engineer, and former Chief Administrative Officer of the Town of Stratford in Prince Edward Island. During his long tenure in Stratford, Robert researched and implemented many leading practices including:

  • citizen engagement
  • sustainability
  • strategic performance management
  • diversity and inclusion, and
  • open government.

Robert has formal training and experience in:

  • executive leadership and public sector management
  • critical thinking
  • marketing
  • emergency planning
  • policy making and strategic planning
  • collaborative practices

Realizing that many governments could benefit from improved policy-making and  collaboration with other governments Robert retired at the end of 2021 to create Civonus (loosely translated: Civic Responsibility)
