Founded by Robert Hughes, a retired CAO with 30+ of experience in public service, Civonus represents the culmination of over two decades of thinking, research and development.
The result is a curated policy-making process designed for 21st-century citizen engagement.
The Civonus platform is rooted in best practices that ensure the most sustainable, equitable, and evidence-based policy-making process.
Its design engages citizens, fosters cooperation among governments, and empowers leaders to make the best-informed policy decisions for their communities, society, and the planet.
Since our official launch as a company in 2022, we have been connecting with leaders from every level of government and public institutions, such as universities and colleges, to demonstrate the incredible power of our policy-making platform.
Our Founder
Our founder, Robert Hughes, is a professional engineer and former Chief Administrative Officer (CAO) with over 30+ years of experience in public sector management . He brings a breadth and depth of experience in executive leadership, public sector management, critical thinking, emergency planning, policy-making, strategic planning, and collaborative practices to the table.
During his long tenure as CAO for the Town of Stratford, Prince Edward Island, Robert was deeply committed to implementing leading practices in the municipality’s policy-making process.
His passion for citizen engagement, sustainability, diversity and inclusion, and open government served as guiding pillars of his work as Stratford’s CAO.
In 2021, Robert retired from public service to focus on building Civonus and helping leaders in the public sector harness the power of public policy for the greater good.
